Chief Executive Officer CEO
Marcus Mukoro
Marcus Mukoro is the CEO for Reliance Rail International (RRI) and has overall responsibility. A UK educated Civil Engineer with over 25 years in the rail industry from the UK, US, Australia, Malaysia and Nigeria, delivering a wide range of projects up to multi-billion-dollar programs in both the private and public sectors.
Mr. Mukoro joined Reliance Rail International as CEO in 2014 bringing his technical expertise, commercial insight and leadership to the operation, growth and development of the organization. As well as senior management roles, Marcus has hands on experience in Project & Design Management, Engineering, Construction, Maintenance, Project Funding and Financing.
Recently Mr. Mukoro spear-headed the purchase from the US, and transportation of several commuter trains for the new Metro system under construction in Lagos, Nigeria. In Melbourne, Australia, RRI delivered the electrical infrastructure for five stations and rerouted and built a station below ground. Marcus has also led Project Management and engineering support to Houston Metro for their 7.5-mile starter Light Rail Transit (LRT) system. In Doha, Qatar, RRI was a Project Management subcontractor to Mitsubishi Heavy Industries (MHI) on their metro system including all depots, Red Line South, the Blue Line and the Hamad International Airport (HIA) Line.

Malaika Mukoro
Malaika Mukoro earned a bachelor’s degree from the University of Houston and brings over 15 years of human resources and recruitment experience to Reliance Rail International. Malaika’s professional experience spans oil and gas, mining, rail, construction and transportation industries in North America and Australia. In 2008 she founded, Innovative Search Partners, a boutique search firm in Houston. Her recruitment background has yielded hires ranging from staff level to executive roles and highly technical hires. Malaika joined Reliance Rail in 2014 as the Chief Administrative Officer. Her areas of concentration include Human Resources, Marketing & Development and Administration.
VP Public Affairs & Media Relations
Mary Arobaga-Reardon
Mary Arobaga-Reardon has more than 20-years’ experience in international public relations consulting, television and radio reporting, production and training, beginning at the BBC in London. Her PR consulting expertise includes project management, utilizing multi-media platforms, broadcast, print, social media strategy, planning, meeting logistics and project evaluations.
Mary also ran her own TV documentary production and training company out of Washington, D.C., lecturing on “Techniques in Television Production,” at the U.S. International Broadcasting Bureau and at the Voice of America (VOA).
Ms. Arobaga-Reardon has worked as an award-winning daily news reporter, TV host and documentary producer, in studio and on location reporting from across Africa, Europe, the Middle East and South America. Her shows have hosted many African Presidents, top level U.S. and foreign officials and figures from the global corporate and entertainment world. Mary also won VOA’s David Burke Award for Distinguished Journalism for her documentary, “Life in Nigeria’s Niger Delta”. The report, about oil wealth distribution in the region, resulted in Mary and her camera crew being taken hostage. Several of her documentaries have been archived in the Peabody Collection at the Museum of Broadcast Communication in Chicago.
Ms. Arobaga-Reardon holds a Master’s degree in Broadcast Journalism and Public Affairs, from American University in Washington D.C., a Diploma in Social Media Strategy, a BBC-sponsored Post-Graduate Diploma in Radio Journalism from the University of Westminster, London and a B.Sc. in Applied Biochemistry from Brunel University in the U.K.
COUNTRY MANAGER, ECUADOR
William Stills
Mr. Stills has 30 years of experience in international trade, construction, project management, business development, and finance. He has worked in multiple industries, including insurance, financing, manufacturing, waste management, timber, oil, logistics, and construction, developing business opportunities, strategies, and project execution for the public and private sectors throughout Latin America.
Mr. Stills is the Ecuador Country Manager for Reliance Rail International (RRI), with more than $90-billion in projects on four continents, Australia, North Africa, Asia and the United States. He has also served as Vice President of Pan American World Airlines International Affairs Office.
Mr. Stills is currently developing the concession of more than 1,600 km of rail for an intermodal system with nine dry ports for cargo and passengers in Ecuador and 80 kilometers of a coastal monorail line that includes a convention center and a marine rescue aquarium.
Mr. Stills holds a Master’s degree in International Business Administration.
COUNTRY MANAGER, NIGERIA
Dennis Ometan
Dennis Ometan has nearly 30 years international experience in Administration, Business Management Consultancy and Film Production across both the public and private sectors in the United Kingdom, Malaysia, Brazil, the USA and Nigeria.
Mr. Ometan has worked as a civil servant and as a specialist in the area of Customer Liaisons and Services for many London councils in the UK. Dennis was on the consultancy committee at the Department of Works and Pensions (DWP), attached to advising the UK Prime Minister’s office of then P.M., The Rt Hon Gordon Brown, between 2007 and 2009, on Welfare Benefits legislation.
Mr. Ometan established his own company in Nigeria in 2013, a Downstream Oil and Gas servicing company specializing in AGO (Diesel) sourcing and supply. His company secured multi-million Naira contracts with telecommunications companies including MTN, GLO and Etisalat now 9mobile, servicing their cell sites across the southwest region of Nigeria.
Mr. Ometan joined Reliance Rail International (RRI) in 2018 as a Logistics and Procurement Manager on projects in Asia and South America. He is now RRI Country Manager for Nigeria.
Mr. Ometan holds a HND Diploma in Mass Communications from Auchi Polytechnic in Nigeria and a Bachelor’s degree in Cinematography and film Studies from London Metropolitan University in the UK.
